Stanley, Inc. (NYSE: SXE), a leading provider of systems integration and professional services to the U.S. federal government, today announced that it has been awarded an indefinite delivery indefinite quantity (IDIQ), cost plus fixed fee contract to provide system engineering, hardware and software support for the San Diego-based Space and Naval Warfare Systems Center's (SPAWARSYSCEN) Command, Control, Communications, Computers and Intelligence (C4I) programs. The award, which has a one-year base period with an optional five-year period of performance, has a total program ceiling value of $21 million.

Stanley will provide technical support for a variety of C4I programs, including the Global Command and Control System - Maritime (GCCS-M) Family of Systems (FOS), the Theater Battle Management Core System (TBMCS), CENTRIX, and other Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) related systems. The role of these systems is to consolidate Command, Control and Intelligence functions along with cryptologic, navigation, environmental and logistic capabilities to provide an integrated C4I capability to the warfighter. Variations of these systems are installed in Navy, Joint and National Command Centers both ashore and afloat.

Stanley was selected as a prime, together with a team of subcontractors: Allied Technology, Juno Technology, King Technology, Mandex, Northrop Grumman, ORI Services and Plexus. Stanley has been a SPAWAR hardware integration partner since 1994 when it opened an integration facility in Charleston, S.C. and began producing NTCS-A systems for SPAWAR. Along with its subcontractors, Stanley has become the largest SPAWAR producer of commercial off-the-shelf (COTS)-based C4I systems, delivering over 1,900 rack systems to virtually every ship in the U.S. Navy and several U.S. allies.


Stanley will provide a full range of fleet technical support through this contract, including hardware engineering, hardware and software installations, and post-installation documentation and support, along with systems hardware engineering support for the de-installation of C4I and C4ISR-related systems from decommissioned ships. These services will be conducted in San Diego, Pearl Harbor, and Bremerton and Everett, Wash.
